Is water penetration through an external wall into electrical mains wiring a hazard?

Our external wall has suffered terrible water ingress, directly through to where the electricity meter and mains fuses/wiring are present (some thick cabling has been exposed due to crumbling masonry). The internal pastering is decaying, brickwork is exposed and it’s extremely wet and mouldy in there. High free moisture readings on the hygrometer and low room temperature is also prresent. Could these factors present a potential fire or shock hazard, and are they responsible for the sudden power interruptions and surges we get when turning various things on and off at the mains in the house? Any advice on potential hazards would be great.
